His Excellency, Ambassador David T.A Hales is Guyana’s Ambassador Plenipotentiary and Extraordinary to Belgium and Permanent Representative to the European Union (EU). He is also the Non-Resident Ambassador for the following countries Austria, The Netherlands, Germany, Sweden, Norway, and Portugal.
Prior to his appointment Ambassador Hales served as the Director, External Trade within the Trade and Economic Integration Directorate of the Caribbean Community (CARICOM) Secretariat – a regional organisation promoting Caribbean integration – covering all areas of External Trade, including CARIFORUM-EU trade under the CARIFORUM –EU Economic Partnership Agreement. During his tenure at the CARICOM Secretariat he –
(i) Negotiated and managed the implementation of bilateral trade agreements;
(ii) Coordinated external trade policies, including relation to main commodities of interest to the Caribbean region; and
(iii) Coordinated the development of the Caribbean Community’s Aid-for-Trade Strategy.
In that position he collaborated with and advised the Secretary-General, CARICOM, on external economic and trade related matters. He also coordinated CARICOM preparations and negotiations for –
(i) CARICOM-Dominican Republic Free Trade Agreement and the Protocol Implementing the Agreement;
(ii) The Protocol Amending the CARICOM-Colombia Trade, Economic and Technical Cooperation Agreement;
(iii) CARICOM-Costa Rica Free Trade Agreement ;
(iv) Joint Council under the CARICOM-Venezuela Trade and Investment Agreement;
(v) Expansion of preferential access under the CARICOM-Cuba Trade and Economic Cooperation Agreement; and
(vi) Trade and Investment Framework Agreement between CARICOM and the United States.
As a career Foreign Service Officer, he ascended the ranks of Director-General (Head) of the Ministry of Foreign Affairs of Guyana. Ambassador Hales also held managerial positions in the private sector.
